Have you tried cleaning out the carb?

From my experience with these small petrol Honda engines take the carb apart and cleaning it out properly fixes a lot of the issues.

You sure the choke is opening as well?

Check that the vent in the fuel tank is not blocked, especially if the tank filler has been replaced at some stage, it might be that the tank is not able to breathe, so when it's almost full and running it vacuum locks and starves the engine of fuel. If the tank is then opened, the lock is broken, and it will run again, for a bit longer this time, and repeat the performance.

Shore, if it was easy, everybody would be doin it.😁

had a similar problem with my briggs and stratton engine, took the petrol tank off and cleaned the fuel pickup(strainer) was plugged with gunk and rust. Also is there a inline fuel filter? If so i'd change that
