dublin is not fantastic for sunsets as the sun sets in the west. if you're looking for a classic sunset, the road up to howth summit on the south side of the peninsula can give you a nice sunset over the dublin hills and city.

If the weather is right and there is a possibility of
nice red skies, then the Pheonix Park can be good,
    maybe get some deer silhouettes?

Don't go into the park after dark...not if you like your camera

Sun set is usually before dark though?? And in the winter
months at a very busy time in the evening when people would
be going home from work, so I wouldnt have thought it would
be particularly dangerous, it is like everywhere you have to keep
your wits about you, you could be robbed in broad daylight in
    the city centre!

I've had a run in in the park in broad daylight (8pm in the middle of summer). Despite the screwdrivers and glass bottles they didn't get any though, scumbags.
