Is Monday a public holiday?

    I know officially New Years Day is and that it's normal for workers to take the Monday off if the bank holiday falls on a Weekend, but does this apply officially for public services? For instance, do I still have to pay and display if I park on the road or is it treated as a Sat/Sun?
