Have a screw of a heifer that has respiratory problems, she is constantly coughing and is eating little or nothing, because of this she is failing to thrive:(
any advice on what to do with her?

    (*sorry title should say 'old')

Need to know the dosing history, bought in or home bred etc.

Cheapest option in the long run is to call out the vet and let him/her diagnose and dose properly.

i would assume her lungs are permanently damaged at this stage ask your vet is it worth treating her anymore

Heifer is home bred, shes been delicate and light from birth..
She was dosed for fluke and worms a number of times. Fluke earlier this year using flukeiver and shes been done twice this year for worms with Biomectin.
Vet said before (April 2011) she probably has lung damage and try and and get rid of her if she improved at grass.

Shes barely eating a handful of beef nuts morning and evening and some silage again very picky about that too.
We moved her from a mix of ration to bull nuts in the hope she'd eat more but this has not helped.

The odd time she gets going for a few days consecutively and eats well but soon retreats to the same carry on.
She spends a lot of time moping round and she often gets very bad bouts of coughing..

not to be prescribing or anything, ask vet for ctc powder, see if that makes a difference

Is there a chance she might drink milk?

Sounds mad, but, if she has a calcium deficiency or just stunted growth it might bring her on. Especially if her ability to eat isn't great.
