    A reflector or refractor?.......sorry but new here and I'm looking for something around 200/250.

    You'll get more mirror for your money with a reflector. More mirror the better but I think refractors tend to be better at planetary viewing. With €250 you should be able to get an 8 inch dob reflector which is pretty big.
