Oily Roads?

I drove from Dublin to Cavan and back yesterday along the M3. When I left the car was reasonably clean, but by the time I got back it was a fuppin state!

Part of the car was covered in a grey dust which was kind of like cement dust, both in look and the fact that it had almost set like concrete. I assume this was the result of whatever the road was gritted with. But what surprised me was that the rest of the car was covered in what appeared to be oil. Whatever it was, was black and greasy to touch. How does this happen? Does the weather and/or grit bring the oil to the surface of the road? Is this strange or do I just not get out often enough
