Buying used car/Car off road-few queries

Sorry if this has been done to death, but I've searched through all the forums and couldn't find the specific answers I need. I am buying a used car off a colleague which has been off the road for 8 months as his wife who owned the car had a seizure and had to hand in her license.
In that time both the tax and the NCT expired. Just wondering what is the protocol now, can a car be NCT'ed without tax or vice versa? Also is it easier to get the current owner to sort all this as the car is in their name or change it over to mine and for me to organise. I know they can get a form stamped at the guards to say it was off the road, which she can do easily and has good reason, but if I change the car to my name can I do this? I'm asking this because it would be done quicker if I could just organise this instead of waiting for them.

Any help would be great, cheers.

First get it insured, or get someone with ins. to take it for its NCT.
The current or new owner can tax it with or without NCT, the new owner does'nt need to declare it off road , but must give insurance details.

Thanks, I'm insured so I could book the NCT and take it before I sign it over to my name?
