Mandatory breath test kits in France?

Anyone else come across this http://bit.ly/udq6cZ. Appears the French are making breath test kits obligatory next year. Or maybe it's just a bit of French-style "kite-flying"?

Indeed, it will be compulsory to have a test kit in the car from the Spring 2012. I suppose more details of what is required will be given later.
