Does this mean I'm probably eligible for the grant?

I wasn't sure if I was eligible or not, but this year I applied anyway. There's been a couple of problems with documents - they sent me a letter with a checklist of items which I then provided, today I received a similar one but this time only asking for one more document.

Is it safe to assume that, once I provide this document, I will receive the grant? That is to say, would they not have thrown out the application by now if I was not eligible?
