This is very strange. Not keeping time problems are usually related to exhausted CMOS battery on motherboard. But then, it would reset itself to a default time rather than to a time at last shutdown.

This is why I think it must be related to your operating system. Try this:
    - turn laptop on and enter BIOS (in HP I think it's F10 just after manufacturer logo shows up)
    - find where it displays current time, change to a correct one and stay in BIOS for some significant amount of time - 5-10 minutes.
    - turn laptop off for some time, on again and enter BIOS without entering Operating System in between.
    - check the time. is it correct?

    New laptop blues....

-You ran all of the windows updates
-You went to HP's website and made sure you had all the latest version drivers there as well
-You went to HP's site and made sure to install the latest BIOS version

    ?

    seems to have worked!

Steps I wrote in my first post were to diagnose or exclude hardware problem. I'd be surprised if this has solved your issue but if it works I'm not going to argue :)

Anyway, I made a mistake in my last post:
    - turn laptop off for some time, on again and enter BIOS without entering Operating System in between.

    should be:

turn laptop off for a night, on again and enter BIOS without entering Operating System in between.
