I moved into an apartment in january of this year and moved out at the end of august, upon moving out I sent off the rent relief form to the inspector of taxes offices but I have yet to receive my tax back.I was in rental accommodation before I moved into the apartment

What tax year were you claiming for, 2010 or 2011? If its for the present tax year, the rent tax credit is added to your 2011 tax credits which reduces the tax you pay on your income for 2011. Your employer would have received a new cert which if you were paying tax through 2011, would have resulted in a portion of the tax refunded in your wages. You should have also received an amended tax credit cert showing this.
By the way if you used the online service you would be able to see all of this online 24 to 48 hours after you applied.

If you only commenced renting the property in January of this year, the relief is not due to you.

This relief is being phased out, so, if you commenced renting after 07/12/2010, you are not eligible for the rent relief tax credit.

Not if I was renting in another premises up to that point, which I was

As stated by relax carry on any change to your tax credits giving rise to a refund should be processed by your employer.

Are you sure you aren't already receiving the rent credit? If you weren't Revenue will need proof that you were renting on 7 December 2010. If you are then you'll not be due any refund.

The easiest thing to do is register for PAYE anytime and check your tax credits. You can then manage your credits and claim for those your are due (for 2007 to 2011).
