Privilege in quasi-judicial situations

While the Oireachtas and Courts have substantial privilege in what they say, what of quasi-judicial situations like the Labour Relations Commission, An Bord Pleanála, Medical Council, etc.? Is there a limited form of privilege and how is that defined?
