Thats the wrong thing to do. You should report the incident to the Gardai, give them all the information you have and leave it at that. Trying to get revenge by spamming him is illegal and won't actually do anything.

The first thing i would do is change your email password and if you believe that he has your credit card details you should notify your bank. It would be a good idea to change all your passwords and run a virus scan on your computer. Unless you need it for a reason i would turn off universal pnp on your router and check your firewall. Download and run malware bytes to check for other rogue software,

What credit card offers you that service, sounds like a good idea for occasionally used cards.

As mentioned before. Call Gardai. If you have proof of the attack and the following incidents you have a case.

Don't try to fight fire with fire. Especially when it comes to "hackers". If they're more tech savvy than you you might end up losing more than you think. Also, I'm guessing here, but your email accounts might have very simple passwords. Try not to use the same password across multiple accounts and use upper\lower\special characters (like asterisk or the @ symbol) and numbers to make it as tricky as possible.

Either install a third party firewall or use the in-built windows one and have a decent anti-virus.
