What is the view on investing in tobacco companies now with smoking decreasing in developed countries but on the increase in other countries.

What incentive would China have to let foreign tobacco companies operate in China (Marlboro already there witg a minute market share), when they make US$10bn in taxes annually from their effectively state run monopoly?
