Typically, you need to pay the council a few hundred euros and they or their contractor does it. I imagine they do them in batches, so you may be waiting a few weeks.

If you are converting your garden to parking, you are likely to need planning permission.

Try to go for a natural and/or non-monolithic material (gravel, brick, etc.) that drains into the ground, so that it isn't a burden on the drainage system when it rains and so you don't slip on ice when its freezes.

why not put up a picture of what you wish to do..

if you need planning its straight forward enough but you may to get someone to prepare/submit the application on your behalf

Cork city council charge €800 for ramping, if you want to do it on the cheap mix up a few barrows of concrete and lay it against the kerb.
Every couple of years they go mad and dig them all up, then repeat as above.

if this is outside of the OP's boundary, then the OP's needs LA permission to alter it. the same goes for the boundary or alterations to provide an entrance for parking

All well and good until it rains and the road can't drain. Not the kindest to your car suspension and wheels either.
