Query on British B/W film

Can anyone identify a British film I saw once, maybe 30 years ago (and the film may date to the 1960's or even the 1950's)? The question is just to gratify idle curiosity,

    B/W
    Possibly a short.

It was set in a rough post-war school, possibly in a slum area, with a new idealistic teacher. One notable scene was where one pupil refuses to take off his coat in the classroom, and when he is forced to, it turns out he has no trousers, because his only pair is being cleaned. There is a sentimental scene later where the teacher provides a new pair for the pupil.

And if such a film really did exist, was it any good?

    Thanks.
