Just wondering can you renew your licence in any motor tax office, or does it have to be the one corresponding to the address you give on the renewal form?

Has to be in the area that is on your renewal form

Like Galway would refuse to process a Clare address for example

Yes, it's the same as taxing a car, they usually refuse to do anything for you if you're not registered in that area

I've taxed a Fingal motor in Louth recently.

Tax might be different, they are only too happy take your money

I asked Galway to issue my license for a Tipperary address and they said no way
