I'm already planning next year's costume (I have a problem). Where would you be able to get red latex/rubber. I need to cover a corset.

I'm thinking normal material shops won't stock it.

You can purchase latex by the metre online. I would guess that it'd be pretty difficult to find someone selling it in Ireland.

You can get latex tape in adult shops - generally refered to as bondage tape. It's a 2" wide roll. I've seen it used in various burlesque costumes. Combine that with liquid latex (available in lots of joke/costuming/facepaint type shops) to fix it to your corset if the wear and tear is not going to be great. A stronger fixer like superglue might be needed.

I've found a red leather look corset for cheap enough online (doesn't need to be supportive)). The tape sounds good for the trimming and possibly the gloves.
