PEGI Video Game Ratings in Ireland

PEGI are currently the only "official" body who rate games in Ireland.
However, is it true that the age ratings are not enforceable by law? In other words, if a 12 year old wanted to buy a game with an 18 rating the shop would sell it without any legal repercussions?

And if the stop refuse the sale, if the customer complains there and then, are they entitled to the item?

Sorry if this has come across as hard to understand. Basically, what I'm trying to ask, are the age ratings more of a guide than a rule (as in the UK) and is a person, whatever age, entitled to buy the product?

Also, if a video game or DVD/Blu-Ray has a UK BBFC rating on it and no IFCO rating would the same apply, i.e. the customer, of whatever age, is entitled to buy the item regardless of rating?

    Yours,

A shop has the ride to refuse to serve someone. The age rating would give them grounds to refuse to serve someone who is too young.
