If you have a fence under the height requiring planning permission can you attach a trellis to it which will be over that height?

as far as i am aware no. a neighbor recently had to knock her wall as it infringed on planning the office said they needed to take one block of the top so she just knocked the whole lot it looked crap with the top row gone. but for your problem i presume the wall in question is a boundry wall on a road. try a hedge that is not supported by a trellis such as laurell. planning does allow for natural vegetation. just built structures are not allowed in certain areas. its silly really it is at the officers desecration
