I have had a mortgage with EBS for about 5 years and have never missed a payment. Considering how banks have tightened up recently, would it be easy to get a relatively small top up?

How much is the mortgage, how much is your house worth, how much money do you have left after you pay your bills, and what do you need the "top-up" for?

Go to credit union , why take out a loan for 25 years for a small amount . A top up is charged at current rates which are comparable with credit union rates

If you bought 5 years ago then you are most likely in negative equity so the bank would not give a top up due to this.
