I was going to sell my old car for parts. Do I have to get a change of ownership form in case the buyer decides to repair the car instead and put it back on the road?

treat it as a normal sale if your selling the whole thing, could come back being a pain in the hole, or worse!

That would be advisable , you have no control over what the buyer does.

I was hoping to get €350 for it. What do ye think? It has 4 new shocks new battery, new heater plugs all it needs is 1 cv joint and headlight bulbs. Engine is perfect 120k miles engine will also fit Peugeot 406.

Put CV joint on it, and lamps, tax and an nct. Would cost you about ~280, but you'd have an NCT'd car that you could sell off no problem for 800/900 for a quick sale? I know it's raining and if you gotta work outdoors on it, that'd be a pain, but those cars are quite sought after!

Especially if they aren't felt spec'd to ****e!
