Unemployed and taking up a course, same level of a previous course...

If someone has been unemployed for over a year, can they take up a course while being of the dole/social welfare?
I know of someone who has been unemployed. They've taken up a course but as it's at a level of a course they've taken before, they are now being told no more money is going to be paid.
There is no way this person can live with out being paid dole/social welfare or whatever payments generally are made in that position. This persons only option seems to be to quit the course.

Does this sound right. If this person has been on the dole and wants to do this course, do they have any options at all regards social welfare or back to education allowance?

Thanks in advance for any help. I really want to help this person get some good advice to make the right choices.

    Regards,

    L.

In order to get BTEA you have to progress through levels. They won't give it to you if you're repeating a level you have previously completed. Unless they did the course years ago!
