Windows 7 - Windows are 'semi-transparent'

Sorry for the vague title, but it's hard to explain. I did a clean install last night of Win 7 Home Premium 32bit on my Hp Pavillion Dv5600 and for a brief second a window that I've minimised will show through the window that's currently being used.

I've got this screenshot of the problem. Is there anything obvious that might be causing it? I'd rather not have to do another clean install and re-install all my programs/settings again.

    Thanks.

Is Rainmeter set to "Always on Top"?

Edit: Didn't read OP properly. Sorry.

It's not just Rainmeter, it's Skype, Internet Download Manager and other programs.

To the other poster, it hasn't happened before that I can remember, so I wanna know if I've tweaked something by accident and if there's an easy solution..

If you've just re-installed Windows then you should verify that you've got all the latest drivers for your laptop. :)
