    Kevin,
You need to reinforce the basic commands that way he knows who is in charge. Start with , Sit, Stay, Come and a release, something simple like "OK".
Preface each command with your dog's name. Do not shout or repeat commands but be firm in delivery..... and do it with authority.

    "will not respond to recall"
Use the recall once. Do not hesitate, turn around and walk briskly back the way you came. He will be along in due time.

He has some bad habits which you have to rectify. You are the big dog and the sooner he figures that out the better.

    Tend to agree with DB.
The dogs not ready for the field. I can't stand deaf ears in dogs. Bugs the hell out of me. Pet hate of mine.

You need to go back to basics in a controlled environment.
Basic 'here' commands with a good rub on return. You might need to this on a long lead if he's wild enough so you can check him when needed.
Then move on to where there are some distractions like a public park & build up to field work.
If you can't recall the dog then youve a ticking time bomb on your hands with livestock or roads etc
Just put in the effort lad & he'll come right...

    Option 2
If you want him in the field as I suspect you do given it's Oct then invest in a Ecollar or long lead but to be honest the dog is a bit away from being field ready. I'd snap him out of it in 2 sessions with a collar & tough basics but I've always used 1 & would do so in conjunction with strict foundations reinforced daily. He needs the foundations first...

My German Pointer was the same until I had her a couple of months.

I tried all the walking away on her stuff and trying to wait it out- that dog has unbelievable patience!!
She just fell out of it herself. Now she could be 500yards away or playing with the neighbours kinds Way out of sight, if I give a good whistle she comes running like hell.

I think they grow out of it naturally, but if you have a training regime planned out, I suppose you'll need results faster...

I have one of them retractable leads and a choke chain; I think the lead is 25m long.

They are about €50 I can’t remember anyway this would be a good way of starting, blow the whistle tug on the lead and it would be a start to get him coming back to you.
