Does a Berlingo taxed privately need a test?

As title if I tax a Citroen Berlingo private as opposed to commercial tax does it fall between the nct and doe?.
Every van I had up to 3 years ago I taxed privately and so never needed a test as I was told an NCT centre will not test a van and a DOE centre will not test a private vehicle but have been told since that the law has now changed.

Anyone shed any light on this?

all commercial vehicles need the DOE test.
The dept of environ has your vehicle classed commercial or it has it classed private.
Commercial - DOE
Private - NCT.

Wrong.

Even if it is taxed privately it will only be tested in the DoE (VTN) test centres
