Is there software to make barcodes?

I lost a book from the library and want to make a barcode for a new one that I buy avoiding the 10 quid admin charge for losing a book.

I know the barcode number but is there software that could create a code that's readable by my library or would this be impossible?

Software is available you would also need to know barcode format as there are several different ones. Many years ago i used UEBfontware from Morovia. I purchased it at the time I don't know if there are any free ones available.

If you can find out which format to use, it's pretty straightforward to create one.
    Common formats are Code 39, and Code 128 A, B, or C .

You can use an online barcode generator.
Simply type in the number of the barcode you want to create.
Use advanced options to change the format.

Or it can be done in MS Word.

I know it's slightly off topic, but are you sure they will charge you if you can provide the replacement book? Don't the books also have some kind of rfid or something that sets off the buzzer if you don't scan out a book?

I'm pretty sure they will charge me. They're usually pretty rigid with the rules.

Curious - shops have asked me before to put a barcode on products iv given them. Is there just one type that will work in all stores?
