I believe in some countries an MPhil is "above" an MA. Im wondering if my fees would be covered if I did an MPhil having already gotten an MA?

A masters degree is generally level 9 under the qualifications framework. Unless an M. Phill is a level 10, you won't be entitled to have any fees paid for or the like.
