Keep an eye in there and buy on condition and make sure it has a good service history (or if not it has being accordingly priced)

On that sort of budget he will get better value by buying privately than from a garage. In this price range the quality of car is generally poor from garages and the warranty tends to be the bare minimum. View a few cars privately and if he likes one and get a mechanic to check it out.

As to what car to buy, I'd recommend a Ford Fiesta 1.25 litre, €2k should be more than enough to buy a 02 old shape Ghia model. They were well equipped for the time with air conditioning, cd player and alloy wheels. Just make and check for rust as it was common on these models. Also make sure he gets insurance quotes prior to buying, no point in buying a car and then realising he cannot afford to insure it.
