I don't think BoI open at all on Saturdays. O'Connell Street branch is definitely closed

Banking 365, by phone or https://www.365online.com/

Dublin Airport will have the foreign exchange, possibly some other limited services.

O'Connell Street may have the lobby open for statement printer, etc., but no staff.

AFAIK, Dublin Airport BOI remains closed on Saturdays. Also they no longer have any bureau de change in this branch. They do , however, have an atm dispensing USD or GBP on the departures level in Terminal 1.
