A farmer has to keep his animals on his land at all times and is fully responsible for any damage his animals cause on someone elses property. It is the farmers responsibility to close gates or otherwise secure entrances to someone elses property when moving animals. Afaik that is the law on the matter

The farmer is fully responsible for his animals and must repair any damage they cause to other peoples property.

I'm no lawyer but i imagine the people who damaged the boundary fence would have some contributory liability for any damage caused. Your best bet would be to talk to a lawyer or go to the legal discussion forum and post a query there

I would imagine a lot would also depend on who owned the hedge, if the house owner own it they should still notify the livestock owner of their intention to remove it, otherwise they would be at least partly liable, if the livestock owner owns the hedge and they remove without permission or notification I expect they would be fully liable, the only advice here would be to talk to a solicitor.

the hedge would be owned 50/50 and it still there but the white thorn bushes have been cut to the butt just leaving the earthen bank approx 3 feet
