Cavity Insulation, which method?

Hello, I am building a garage 20m x 11m x 3m with concrete block which will have a 100mm cavity. Should I use the 60mm insulation boards or fill the cavity with Platinum beads? The bead system "in theory" looks the best option but I'm worried they will let water penetrate over time. Confused!

I got my house pumped with Ecobead Platinum a couple of years ago and have no problems.
