Galaxy ace is a grand phone. Try adverts.ie for second hand desire hd or Samsung galaxy s either

Try to stretch to a Nexus S if you can. It runs vanilla Android so you wont have to deal with any manufacturer introduced bugs and during a college project hay are the last thing you need!

I have the Vodafone Smart (I'm poor :pac: ) and it has most of the things you want; GPS, Bluetooth, Accelerometer, light and proximity sensor. The camera isn't great but it works fine. It also doesn't have much in the way of customisation by Vodafone, it's pretty much stock and there's a debranded Rom if you're really pushed.

Negatives are there's no multitouch and the processor is a bit shít. Bottom line is if you're just looking for a phone for your project, the Smart is probably all you need. If you're clever about it, it won't even cost you €79. Also there's a thread in Bargain Alerts at the moment about a similar spec'ed Samsung phone that's about €39 with 3 I think.

The Vodafone Smart is a great little phone. Multitouch is possible, see smartlucky rom.

However for a dev phone I recommend a Nexus One or NexusS. Buy one second hand.
