    It's always the Wednesday of the first full week in December.

    No, it was moved forward in 2008. The now infamous year of FF's scramble to come to terms with the collapse of their house of cards. There was an early budget in 2008 followed by a "Supplementary" (read: Emergency) budget in April 2009.
