The young fella had to go to court today for a speeding fine , complicated story, girlfriends car etc. The case was struck out, no file. Does this mean he gets no penalty points??

    Yes,
In theory Gardai could re-enter it if they found the file, but highly unlikely.

dont think they can re enter it if it was a strike out.
only if it was withdrawn by the state...

Only reason it can't be re-issued is if it was dismissed.

But as said previously, highly unlikely you'll hear any more of this

A judge can strike out with leave to re-enter, This means that AGS can restart the prosecution by issuing a new summons if they still believe there is a case to be answered.
