Aerobic exercise is the best way to lose belly fat. Abdominal exercises would help to tone up your belly area, but aerobic exercise is necessary to lose the fat!

I would disagree with the above, there is no "best exercise" for getting rid of belly fat because you cant target specific areas such as your stomach to lose fat. All you can do is a lot of cardio and lose fat overall. Ab workouts such as sit ups will tone your stomach but if you have a layer of fat over it, it wont make a difference. To lose your bellyfat you need to just lose fat overall. walk/run/cycle/swim etc

It would be easier to cut 500 calories from his maintenance calories then burning it off in cardio everyday.

I'm not a fitness instructor or expert, just speaking from my own experience!
Running/cycling etc will help lose the weight, in correspondence with a healthy diet, and ab exercises will firm up the stomach area.
