    An airlock?

Have you tried the trick with the rubber glove or jamming your thumb into the tap outlet and "slowly" build back pressure up??

was the pressure always like that or has it decreased recently or over time?

If you live in a very hard water area there could be a build of a calcium or other debris blocking the nozzle. Remove it and give it a good clean with Cillit Bang or the like. I have to do that with the shower-head fairly regularly.

don't know how long it's been like that

it's gravity fed(tank) and pressure at hot and cold taps upstairs seems lower than i'd expect

well if you dont know how long its like that. i cant advise if thats the max pressure available. so you will need t remove the spindles from the taps and check for defects.

The most common reason would be the loss of pressure lines, both hot or cold water is locked in balance, but we can not say what might be the reason. Coil to stop the balance of the battery in hot or cold shower.

i believe the problem is because the storage tank is sitting on the rafters instead of being raised higher

    would that explain it?

    Is the tap new.

Have you had an attic conversion.

If the tap is new its prob high pressure and the shower diverter wont open because in ireland we are generally low pressure

If the tank has been moved to the rafters in the attic there will also be a drop in pressure. You generally need one-2 meters head pressure which is why your tank is usually raised up when its over the bathroom. If this is reduced it will reduce the flow.
