any of those types of budget card will be perfect for a HTPC, they don't need to be anything fancy to play back HD video so as long as you've got the HDMI sorted and it's fanless, you've pretty much got what you need as long as its just for video playback.
it might be worth looking at one of the nvidia CUDA cards if you plan on recording and re-encoding video on it too as they're supposed to be pretty good at that compared to the ATI cards, although i haven't looked into it in much detail myself as i've always been an ATI kinda guy.
