Can anyone recommend any US vpn's that are good for streaming videos on the ipad (and dont give 3g blocky video)?

Have you tried using the browser iSwifter?

It lets you watch flash content but it renders it in the US so you can watch video from several US networks on their home page without need for a vpn. I dont think NBC works but ABC is far better on it than on their ipad app.
