Meteor on apple unlocked iphone-update issue

Phone has been running on meteor happily for months, last week, possibly after an update it will no longer connect to cellular data network/internet. Worse still when i go to general -> network-> cellular data settings.... cellular data settings menu is not there so cant reenter settings

You must have accepted the meteor carrier file. Go to settings>general>reset and reset the network settings
