Transponders and Controlled Airspace

Just curious about the use of transponders. Does anyone know if you are able to fly a light aircraft VFR without having a transponder into somewhere like EIWT?
Is there some type of exemption or clearance you can get to fly without a transponder.

Once you remain in un-controlled airspace you can fly vfr and receive a flight information service without a transponder. EIWT, I am pretty sure they will allow you into their 'area of responsibility' as they provide a visual control service. It is unlikely that you would be permitted into class c airspace without a transponder. The only exception would be for a medical flight or emergency
