Real reason is it doesn't. Your pubic hair just falls out quicker than the hair on your head so it always seems shorter.

See i thought it was because its always covered up and doesen't get much air or sunlight, but then you see theu jungle tribes and their pubic hair isn't growing any longer than normal.
