russian national - irish holiday visa ?

hi, i have a friend from russia who has acquired a uk holiday visa & is currently in london, is it possible for them to fly to ireland for a few days with the uk visa? i heard there is new legislation that have changed irish entry any help appreciated :)

Visa Waiver Programme:
A new holiday and other short-stay Visa Waiver Programme has been set up for 16 countries whose nationals currently require a visa to visit Ireland. This pilot Programme, which runs from 1 July 2011 to 31 October 2012, allows nationals of countries such as India, China and the Russian Federation, who have a short-term UK visa to come to Ireland without the need for a separate Irish visa.
