How full of water should a washing machine get?

The washing machine we have (Zanussi essential 1200) hasn't been washing all that good lately. Even on 60 degrees I couldn't get loose muck off a few items from Oxegen in a very small wash (that ran twice) and I ended up doing it by hand. Same story yesterday, some lightly and freshly stained clothes went in for a second wash because the first did pretty much nothing. And then I noticed that there appeared to be barely any water in the drum. I could see the water run along the inside of the door glass and drip off onto the clothes such was the level.

I'm fairly sure that if you open a washing machine door mid-cycle you're meant to have a decent amount of water to clean up but having run the machine empty to assess the level of water going in I can say that wouldn't be the case here - there's barely enough in there to reach the door.

So, am i right and does the machine need fixing or can somebody set me straight on the water level?

    Edit:Misread

Sounds like it could do with being seen to if an intensive wash isn't getting off loose marks, did you check the filter and all

A machine will fill dependent on make and model and on the amount of clothing in it, as it fills the cloths soak up water but once they cannot soak any more up the level of water is senced by a pressure switch which in turn turns off the water.

Checked the filter, first time quite a while and it was cleaner than any other filter I've had to clean before.

The level of water in the drum when there were no clothes in it was significantly more than when there was about 2kg of clothes in it. To be honest with the clothes in, it looked like I'd wet the clothes and thrown them in for a dry run with no water.

It's not my house, nor my washing machine and I'd hate to bother the property management crowd if there's nothing actually wrong and it's just a shít washing machine.
