Belgard road re-surfaced?

    I was up the belgard rd (newlands end from the lights to the next traffic lights, think kingswood), its been resurfaced? its grand and smooth, but did it really need doing? who's making the decisions on this spending??
    I didnt notice that it was bad at all, there are plenty of roads that need fixing, the coverage in metres sq, would fill/fix loads of actually damaged roads, which are pocked with potholes.
    I dont think it needed doing, if this is the case (its my opinion) is it misdirected spending? is it the council in charge?

    if i recall there were complaints about surface water sitting there and it turning to ice in the winter, probably why its being redone

    I'm not sure how water could sit on the surface at that angle, that section is a hill, up from Newlands cross to the first traffic lights.
    The surface seemed good, I think the time at the last cold snap was exceptional, any water sitting on the surface/that was melted during the day froze instantly when the temp was appropriate.
    I hope they havent spent the money for the reason mentioned above as
    A: I still think it was unnecessary as the cold snap was exceptional (however frequent in recent years, it was exceptionally cold) and any water sitting on the surface was going to freeze, as it was doing everywhere else.
    B: If anything that would suggest a drainage (piping) issue to me and a failure to grit the road appropriately too, but I think the money has been frittered as there is a firestation on that road as opposed to everywhere else that froze and has had potholes created.

    If the condition of the road was such, (I didnt notice any potholes on it either before or since the cold snap, certainly not to the extent they are seen everywhere else, which suggests to me that water was draining off as much as possible) I wouild be crying out to ensure the road beside an emergency services station were as good as possible, but there was nothing wrong with that road??
