Registering for VAT

If I start a business (service) and I don't think I'll go over the threshold for registering for VAT €37,500 in the first year, can I invoice without VAT and wait and see how it goes?

Later in the year, if I find I'm going over €37,500, what do I do? Register for VAT, ignore earlier invoices and charge VAT from then on?

And the flip side is: if you aren't registered for VAT then you will have to pay VAT on business purchases.
