New regulation

I applied for my grant and met with a member of my local vec to go through my documents. Because two years ago I dropped out of my first year of a level 8 course before the end of january. I was told if I wanted to return to first year of any level 8 course I would have to pay half of the full fees.
So when I made my application this year I chose to do a level 7 instead because I am still entitled to 3 years free education and to avoid having to pay half of the full fees which I cannot afford. But I was told by the vec that this year it has changed and now even if you want to enter first year of a level 7 course you have to pay the full fees and the grant will only pay for my registration fees beginning of february. Does anyone know if there is a way to get off paying them if you cannot afford to or of a type of grant to help pay. I'm not even sure if they can be paid in instalments? My local vec said that they are getting used to this new regulation and that alot of people will be in this situation.

I think your VEC are applying (c)(iii) on P. 14 of the http://www.studentfinance.ie/downloads/Student%20Grant%20Scheme%202011.pdf. If you had a five year break since your last course (when you'd be a 'second chance' student) you could get around this but otherwise I think you're stuck when it comes to the grant.

If you're worried about the tuition fees I'd suggest you contact the fees office of your old college to find out if they claimed for you under the 'free fees'. If they didn't, ask for written confirmation of this. You should then send that to the fees office in the college you will be going to next year. Hope this helps.

What does that mean exactly? Around the time I was dropping out my tutor said he would apply for me to be excused from paying the fees etc Then when I dropped out I could not get in touch with him and my college email was blocked. He never got back to me when I rang and I havent heard anything since then.

If your old college doesn't claim for a student under the 'free fees', my understanding is that the student may be able to start a new course and still be eligible for 'free fees' for that year of the course (in your case, first year). Hopefully your tutor was able to notify the fees office that you were dropping out before they made the 'free fees' claim. I'm not sure at what is the cut-off point in the year for that (it probably varies from college to college).

You should contact them first to find out and if they didn't claim, send confirmation of that to the fees office in your new college.
