    What legal issues arise in relation to the government not "balancing its budget" during its term of office, thereby imposing taxes on the public AFTER its term of office.........or can a government legally incur debts which it cannot clear?

    None. A Finance Act is voted through every year. Once that is done in accordance with law no issue arises.
