It might. Turbines don't have conventional pistons so how would the cubic capacity be estimated? You could make a legally correct declaration that it was less than 1000cc. Just guessing of course,

just fill the inside of the turbine with rice and measure the volume

I thought the new system was on Emissions not CC of the Engine.
