Need help with iPod

I have owned an iPod for over three years. Recently it has just frozen and blocked me out. The padlock still remains on and even though I have it off on the top switch the padlock symbol still shows. I have tried resetting to factory settings and one repair shop couldn't unlock it for me. I have sent it off to another shop…

I have tried resetting to factory settings and one repair shop couldn't unlock it for me. I have sent it off to another shop and the person there has also tried and failed to fix it for me. I must pay 89 euro to send it off to Apple to get a battery repair done. Is there any way to avoid this. Thanks for any help.
